Is galvanized steel a good conductor of electricity?

I am trying to make a electric fence from scrap so my dogs will stop getting out. I used the galvanized steel about 30 feet of it. I used the wire that is used to build a metal fence. Is that good? I also used one of the bars of galvanized steel that are about 4 feet tall and 1/2 a inch wide and 1/8 an inch thick that is used to tighten the fencing. I used that to stick into the ground to ground the electric fence. Is that good? I am using a lawn mower battery that is 300 cranking amps and 350 cold cranking amps for the charge. Is that good? i have it hooked together with jumper cables. Is that good? I am using 3 foot pieces of wood to make the fence and to hold the wire with a nails to hold it in place. Is that good? It is not shocking the dogs hard enough, it is just a little tiny shock. if you hold a metal thing to it, it will not prduce a shock. What am I doing wrong? What should I change? Please give me any ideas that you have and as well as answer my questions. Thank you very much. And just so you know i really dont want to shock my dog I love him very much. I figure he only needs to be shocked a couple of times and then he will stop. It this or chaining him up. I just cant stop him from getting out and if he got hit by a car or if somebody stole him or if somebody killed him I dont know what I would do. He is a pit bull also so he can take some pain.
