How do I upgrade my graphics hardware?

Hi, I have a Packard Bell desktop and am moderately computer literate. I recently had to have my hard drive wiped and since then the screen shimmers when I scroll up or down . I believe this is because the graphics card doesn't support faster refresh properties, how can I remedy this? Thanks in anticipation!
